Voluntary Contribution Model to Enable Maximum Participation
Access to the Rural-SIRCS National Crime Reduction Scheme will be available on a voluntary contribution basis to all rural crime reduction partnerships and businesses throughout the UK. This means they can use the system for free if they wish but all voluntary contributions will go towards developing the Empowering-Communities Domestic and Sexual Abuse Reduction Partnership and running our 6 week Survivors Programmes and Support Groups. To maximize participation the police and similar agencies will have free access to the system.
Police officers accessing the Rural-SIRCS Database will also have the advantage of having free access to the SIRCS National Business Crime Reduction Database and the Environmental SIRCS National Database.
The use of Rural-SIRCS can be promoted as a member's benefit, enhancing an organisation's work and even serving as a membership recruitment tool. Partnerships will have the advantage of using an accessible, secure, encrypted crime management system with no user licenses and that will make information securely available via the internet, intranet or mobile phone.
Empowering-Communities are not a funded organisation but a self sustaining Social Enterprise. Businesses and farms using the system will be charged a one off registration fee of £10*~. This is to cover registering their business on the system, signing up users, logging the coordinates of their farms/businesses for geo mapping and issuing usernames and passwords.
Partnerships or groups using Rural-SIRCS will be given their own login page and they will be able to appoint their own administrators who would be responsible for processing information reports and images of suspects and offenders.
The Empowering-Communities Administration Team can provide admin support at £15* per hour. A small scheme of up to 15 members would typically only require approximately 1-2 hours admin support each month and fixed rate packages are available from £180* per annum. We do run and offer district and county wide admin services to enable maximum participation and to ensure compliance with the Data Protection Act.
